What is the BIIAB Level 2 National Certificate for Personal Licence Holders / NCPLH?
The BIIAB Level 2 National Certificate for Personal License Holders is the prescribed qualification required by anyone wishing to apply to their local authority for a Personal License.
A personal license allows the holder to sell or authorises the sale of alcohol in England and Wales on any premises which holds a premises licence, club premises certificate or temporary events notice (TEN), which allows the licensable activity of the ‘Sale of Alcohol’; within the terms of that licence.
The sale of alcohol without the approved authorisation carries a maximum penalty on conviction of a £20,000 fine and / or 6 months imprisonment.

The NCPLH course and qualification acts as a safeguard for the premises licence, as it strengthens the defence of due diligence where prosecutions may affect a company's continued operations. This is because learners have to demonstrate key knowledge on the Licensing Act 2003 and the core licensing issues, in order to pass the NCPLH exam.

A personal license can be used in any premises where alcohol is sold under licence, throughout England and Wales.
How is the course assessed?
The NCPLH course is assessed via a short 40 minute, 40 question multiple-choice exam; learners must achieve 28/40 in their NCPLH exam in order to pass and to be awarded their BIIAB Level 2 National Certificate for Personal Licence Holders Certificate.
Once completed, NCPLH exam papers are returned to the BIIAB to be marked. We aim to inform learners of their results within 48 hours of their personal licence course.
Who accredits the Personal License / NCPLH course?
The National Certificate for Personal Licence Holders is the most recognised qualification for anyone wishing to apply for a Personal License and is accredited by the BIIAB. On successfully completing the National Certificate for Personal Licence Holders and passing the associated NCPLH exam, learners will receive a certificate from the BIIAB.
The NCPLH qualification it is accepted by all Licensing Authorities in England & Wales and approved by the Department for Culture Media & Sport (DCMS), the Home Office and the Police.
It is accredited by the Office of the Qualifications and Examinations Regulator (Ofqual) as a level 2 qualification.

Foreign Language NCPLH Exam Papers
All personal license training is given in English, however NCPLH exam papers are also available in these languages; Polish, Turkish, Welsh, Chinese, Bengali and Thai.
Clients requesting a foreign language examination paper must give us at least 5 working days notice (before the course date) and notify us at the time of booking.

BIIAB National Certificate for Personal Licence Holders Workbook
Each learner is sent the BIIAB NCPLH workbook when they register on the course, this enables them to complete 'open learning' prior to the NCPLH course. Open learning consists of learners reading through the NCPLH course workbook prior to attending the course.
What is the difference between the APLH and the NCPLH?
The BIIAB Award for Personal Licence Holders / APLH is the equivalent qualification to the National Certificate for Personal License Holders; the course content is the same for both courses.
The APLH replaces the NCPLH course from April 2011 as the prescribed course for anyone wishing to apply for a Personal License in England and Wales.
